Consortium Management Group, Inc. (CMG) is a nonprofit Consortium Management Firm and a leader in the use of Other Transaction (OT) Authority to deliver innovation across a wide range of technology domains. CMG’s three managed consortia have four different overarching Other Transaction Agreements (OTAs) with the Department of Defense, a combined membership of over 2,200 companies and institutions and projects valued at nearly $5B awarded to date.  CMG provides the know-how, collaborative platform and end-to-end acquisition support required to enable ARPA-H to move at the speed of relevance using contracting processes that are closer to business-to-business than government-to-business.

Support Provided

  • Manage the operations of the Health BRIIDGE and administer its base OTA with ARPA-H.
  • Host Health Ecosystem Listening Sessions
  • Provide technical and acquisition subject matter expertise as required by ARPA-H PMs.
  • Continue to expand Health BRIIDGE membership through targeted recruitment, technology scouting and active engagement with industry and academia to ensure that the consortium capabilities keep pace with the evolving needs of ARPA-H.
  • Provide training, mentoring and opportunities for immersive experiences for members to enable wider participation in ARPA-H project opportunities.
  • Facilitate collaboration and teaming among members and relevant stakeholders to provide ARPA-H with fully integrated and cost-effective solutions.
  • Host Health BRIIDGE membership events, Technical Exchanges and Reverse Industry Days with ARPA-H.
  • Maintain consortium website and programmatic data infrastructure to effectively communicate and track ARPA-H project opportunities.
  • Manage the project solicitation and award processes and conduct detailed compliance reviews of member submissions to facilitate ease of proposal evaluations, Project OT Agreement award selection(s), negotiations, and cost analysis by ARPA-H.
  • Maintain a digital “library” of proposals not selected for potential future use for ARPA-H or new government customer as needs evolve.
  • Execute consortium member subawards immediately upon award of a Project OT to CMG.
  • Manage subaward administrative activities, including monitoring of deliverables, invoice/payment tracking, periodic reviews and progress reporting.
  • Provide post-award programmatic assistance to ARPA-H PMs and Health BRIIDGE members throughout the execution of projects.
  • Assist ARPA-H with technology transfer planning and strategy development to enable seamless transition from prototype phases to follow-on production.
  • Manage the Data Commons.
